The strategy of promotion of Russian abroad was the main topic of the international conference “Language policy in Russia and the world” held at RSUH on December 6.
Rector Bezborodov, in the welcoming speech, extended his thanks to Dr. Magomed Omarov, Head of the Center for Ethnopolitical and Ethnocultural Processes, for organizing a series of conferences related to the realization of state national policy for the minority languages up to 2025.
A reminder: UN General Assembly announced the period 2022-2032 the International Decade of Indigenous Languages.
Dr. Vladimir Alpatov, Head of the Center for National and Language Relations at the RANS, also spoke at the welcoming ceremony.
Vice-Rector Pavlenko made a presentation on the role RSUH had played in the promotion of the Russian language abroad.
Dr. Mukharyamov, Chair of the Department of Sociology, Political Science and Law at the Kazan State Power Engineering University, talked about the necessity to create a unitary and definitive document which would formulate goals of language policy of Russia.
Dr. Sergey Dmitriev, Vice-Rector of Gorky Literary Institute, spoke on the important role the literature played in the realization of the language policy.
Dr. Olga Kazakevich, Head of the Minority Language Research and Preservation Laboratory at the RANS, spoke on the subject of the preservation of the languages of Siberia, the Far East and the Northern European part of the country (150 of which has been officially recognized). Dr. Kazakevich’s conclusion was that of a need for a progressive methods for preservation of the dying languages.
Dr. Andrey Shluinsky, Vice Director of the Institute of Linguistics, confirmed that the languages were disappearing and a state program was needed to preserve them.
Dr. Edleise Mendes, professor at the Federal University of Santa Catarina, described the work of the UNESCO Chair: Language Policies for Multilingualism, that RSUH is a member of. One of the most important tasks of the Chair is, according to Dr. Mendes, the digitalization of languages and determination of language rights.
Dr. Monica Perotto, professor of the Department of Modern languages, Literatures and Cultures at the University of Bologna, spoke on the subject of the European linguistic policy.
Vice-Rector Zabotkina spoke on the subject of multilingualism and sustainable development in the 21st century. According to Dr. Zabotkina, export of education in Russian was an important element of the language policy of the RF.
Dr. Isaev, Director of the Institute of Linguistics of RSUH, made a review of Russian dialects and described their present state.
Section 1 was dedicated to the language dynamics in several RF regions, and the participants discussed the issues of legislation in the language policy in these regions aimed at preservation of regional bilingualism.
Section 2 focused on languages in informational and political aspects and the questions discussed were variability of preferential language policy in the ethnic republics, minority languages in the media, and language preservation in the context of infosecurity.
Section 3 was dedicated to language policy and education. The participants discussed the need for state support of minority languages in all areas of education.
The event was organized by the Center for Ethnopolitical and Ethnocultural processes.
