Migration in Russia and abroad discussed at RSUH

This was the topic of the International Conference “Migration in Russia and abroad: issues, perspectives, practical solutions” held November 6, 2019 with over 70 experts from Russia and Kazakhstan participating.

Rector Bezborodov, Vice-Rectors Pavlenko and Arkhipova addressed the participants, commenting on the importance of the topic and pointing out the important academic role that the Center for Research of Ethnopolitical and Ethnocultural Processes of RSUH played in the expansion of current and potential topics of this kind.

Dr. Magomed Omarov, Head of the Center, said in his speech that although immigration per se was not directly related to terrorism or extremism, it might lead to conflicts due a lack of transparency in its management.

The topics discussed at the plenary session included international migration tendencies, involvement of the non-governmental sector in migration, Chinese migration policy and migration issues in Moscow and St.-Petersburg.

The topics discussed at the sections varied from migration policy to migration monitoring to developing of organized migration, etc.

Vice-Rector Arkhipova moderated the section on Russian migration policy and delivered a talk on personnel management in migration.

The most discussed presentations at the section on migrant adaptation and integration were the ones describing governmental regulation of migration including conflict resolution and effective intercultural communication with migrants.

The section on challenges, threats and effective migration practices discussed Polish migration policy, ethno-political migration-related conflict in Khabarovsk region, extremism tendencies and digital technologies as regards migration from Central Asia.

At the section on the involvement of non-governmental bodies in migration the participants focused on the role of employers in migration regulation, international compatibility of skills and competencies as well as recognition of foreign qualifications.

The main conclusion drawn at the end of the Conference was that the effectiveness of integration of migrants depends mostly on character and attitude of state institutions for migrant policy.

The Conference was organized by the Center for Research of Ethnopolitical and Ethnocultural Processes of RSUH, assisted by State Commission for Migration Issues and Socio-Cultural Adaptation of Foreign Citizens, Presidential Council for Interethnic  Relations, the RAS (Institute for Socio-Political Research), Union of Experts and Consultants in the Area of Labor Migration “Labor Migration International Alliance”.
