As part of the St. Petersburg International Legal Forum, an expert session titled "Artificial Intelligence in Education: Socio-Legal Problems" was held. RSUH Rector Andrey Loginov took part in the discussion of the key challenges of digitalization in higher education.
Opening the discussion, Advisor to the President of the Russian Federation and Scientific Director of the Institute of Social Sciences at RSUH Valery Fadeev emphasized that the current fascination with neural networks is often superficial in nature. According to him, the emphasis on simple queries and linguistic models at the expense of deep engineering and mathematical knowledge creates risks for the formation of the country's future intellectual elite.
Special attention during the session was devoted to the issue of preserving the quality of university education. RSUH Rector Andrey Loginov noted that the widespread use of generative artificial intelligence poses a fundamental challenge to higher education.
"The process of university education is primarily a test of knowledge for practice, when we release a specialist into the wider world. It is absolutely unacceptable for universities to abandon assessment procedures due to the impossibility of monitoring the use of neural networks. Each university must learn from its own experience where the 'red lines' lie and what regulations are necessary for integrating technologies into the educational process," emphasized Andrey Loginov.
Expanding on the topic of adapting universities to technological changes, the rector presented RSUH's strategic approach, based on three vectors. The first block is scientific reflection: each of the university's scientific and pedagogical schools must analyze the role of artificial intelligence in its field. The second is the development of ethical regulations for the use of technologies. The third is professional specialization. The rector noted that for each area of study at RSUH, courses on the application of neural networks must be developed, tailored to the specific tasks of lawyers, historians, psychologists, or archivists.
During the discussion, experts also touched upon the problem of artificial intelligence "encroaching" on the field of science. Andrey Loginov reminded that neural networks by their very nature are incapable of generating fundamentally new knowledge, which requires a more rigorous approach to the evaluation of dissertations and scholarly works.
The theme of technological security was developed by Igor Ashmanov, President of JSC "Cribrum." He cautioned against the excessive implementation of artificial intelligence as a replacement for the teacher, emphasizing that upbringing and mentoring are processes that require human involvement. Furthermore, the expert pointed out the difficulty of detecting generated content, which makes traditional learning "with pen and paper" an effective way of developing algorithmic thinking.
The legal aspect of the issue was discussed by Viktor Naumov, Professor of the Department of Information Law and Digital Technologies at the Kutafin Moscow State Law University, who called for abandoning "wow effects" and perceiving neural networks as an information system. He emphasized the importance of regulating not the technologies themselves, but their application in critically important areas, which include education.
Concluding the discussion, participants noted that the development of artificial intelligence should not lead to the degradation of cognitive abilities. The main task remains to find a balance in which digital tools will contribute to human development and the strengthening of the country's technological sovereignty, without replacing the foundations of classical education.
