Visa and migration support

New Migration Fee Rates from 27.07.2026

Starting from July 27, 2026, new amounts of state fees for the provision of a number of migration services will come into force. The changes affect the issuance of visas, temporary residence permits, residence permits, work permits, as well as admission to citizenship of the Russian Federation:

  • RVPO – from 1,920 to 8,000 rubles;
  • Replacing the RVPs/RVPO5,000 rubles;
  • Residence permit – from 6,000 to 30,000 rubles;
  • Replacement of a residence permit6,000 rubles;
  • Multiple-entry visa – from 1,920 to 6,000 rubles;
  • Invitation to enter – from 960 to 8,000 rubles.

The Procedure for Migration Registration at the RSUH

Foreign citizens and stateless persons arriving to study or work in Russia are required to strictly follow the migration legislation of the Russian Federation.

The Procedure for Entry and Stay of Foreign Citizens in the Territory of the Russian Federation

  • A foreign citizen must inform the Visa and Registration Office of the Department of International Cooperation about his arrival (visa@rggu.ru and inter@rggu.ru) at least 10 days before the date of entry into the territory of the Russian Federation, enclosing a ticket, a copy of your passport, a valid visa (for visa-free countries), and indicating the date of entry.
  • A foreign citizen must have a medical insurance policy valid on the territory of the Russian Federation.
  • All foreign citizens and stateless persons who have arrived to study at the University, regardless of the form of study, are required to have a duly executed document confirming their registration for migration after crossing the state border of the Russian Federation.
  • The Visa and Registration Office of the International Department carries out migration registration only for those foreign citizens who have signed a lease agreement for residential premises in University dormitories.
  • Foreign students who do not live in a dormitory are required to independently register for migration registration at the place of their actual stay, observing all deadlines established by the legislation of the Russian Federation and provide a copy of the registration documents to the visa and registration office.

Please note that the university does not issue visa invitations for foreign citizens who enroll in and study at distance learning programs using distance learning technologies (DOT).

The Procedure for Submitting Documents for Migration Registration

A foreign citizen must personally report to the visa and registration office of the International Department within 2 working days after crossing the border of the Russian Federation in order to register for migration at the place of stay.

The student must provide the original and copies of the following documents:

  • Identification document (passport);
  • Residence permit or temporary residence permit (if available);
  • Migration card;
  • Valid visa (for visa-free countries);
  • Receipt for payment of the state fee for the extension of the period of temporary stay (a receipt for payment can be obtained in room 904, building 1);
  • A lease agreement for residential premises in a dormitory.

The Procedure for Extending the Period of Temporary Stay (the Validity Period of the Migration Card)

This procedure is necessary for foreign citizens from visa-free countries.

Except for foreign citizens who have a residence permit (residence permit), a temporary residence permit, for the purpose of obtaining education (RVPO) or are citizens of the Republic of Belarus.

  • The extension of the validity period of the migration card is carried out by the Department of Visa and Registration Support.
  • The extension of the migration card is possible for no more than one academic year.

To extend the period of temporary stay (the validity period of the migration card), a foreign citizen from a visa-free country must personally report to the Visa and Registration Office of the International Department and provide originals and copies of the following documents:

  • Identification document (passport);
  • Migration card;
  • A receipt for payment of the state fee for the extension of the temporary stay (a receipt for payment can be obtained in room 904, building 1);
  • Voluntary health insurance policy valid for one year;
  • Valid medical examination;
  • Fingerprint card.

Visa Extension Procedure

To extend a visa, a foreign citizen must personally report to the Visa and Registration Office of the International Department and provide originals and copies of the following documents:

  • 1 (one) Photo 3x4;
  • An identity document (passport). Its validity period should not expire earlier than 6 months after the expiry date of the issued visa.;
  • Migration card;
  • Tear-off part of the notification form for the arrival of a foreign citizen at the place of stay (registration);
  • Temporary residence permit (if available);
  • Student enrollment order or transfer order;
  • The document on payment of the state duty;
  • Tuition agreement (for students on a paid basis);
  • Receipt of tuition fees;
  • Voluntary health insurance policy valid for one year;
  • Valid medical examination;
  • Fingerprint card.

Dear students! Please observe the following deadlines for contacting the Visa and Registration Office of the International Department:

  • Renewal of registration – 20 working days before the end of the previous registration;
  • Extension of the period of temporary stay (validity period of the migration card) – 30 working days before the expiration date of the migration card;
  • Visa extension – 45 days before the expiration date of the visa.
  • When leaving Russia, it is necessary to inform the department of visa and registration office of the International Department a week before your departure.
  • When temporarily registering at any other place of stay (another subject of the Russian Federation, a hotel or a hostel in Moscow), it is necessary to contact the department of visa and registration support of the International Department before the expiration of its validity period to register for migration at the previous address (for residents of the RGGU dormitories) or register for migration at the place of their actual stay, observing all established by the legislation of the Russian Federation.
  • In case of loss of documents (passport, migration card, notification of registration for migration) A foreign citizen must immediately contact the nearest police station at the place of loss or discovery of the missing document to obtain a certificate of the incident and notify the visa office about this. The student independently takes measures to restore the lost (stolen) documents.
  • If the information about the type and details of the identity document of a foreign student confirming his right to stay (reside) in the Russian Federation, as well as his surname, first name, patronymic, citizenship, is changed, the foreign student is obliged to report these facts to the visa and registration office of the International Department within 1 day.

!PLEASE NOTE!

According to the Code of Administrative Offences of the Russian Federation, violation by a foreign citizen or a stateless person of the rules of entry into the Russian Federation or the regime of stay (residence) in the Russian Federation entails the imposition of an administrative fine in the amount of five to seven thousand rubles with administrative expulsion from the Russian Federation.
