Public Chamber of the Russian Federation Discusses the Development of Creative Industries and Human Potential

On May 23, 2025, the Public Chamber of the Russian Federation hosted a round table “Drivers of the Development of the Creative Industry in Russia”, organized by RSUH Associate Professor and Municipal Deputy of Moscow’s Tverskoy District, Aina Mezhieva.

The event was moderated by First Deputy Chairman of the Public Chamber’s Commission for Culture and Preservation of Spiritual Heritage, Rector of the Russian Institute of Theatre Arts, Grigory Zaslavsky.

A central topic was the development of creative industries in light of the new Law enacted in 2025 and the Presidential Decree “On National Goals Until 2030 and for the Period Until 2036”.

According to Dr. Zaslavsky, training in the Stanislavsky system, invented 120 years ago, is no longer sufficient. Today, one must master new competencies: not only be a talented actor, but also understand agent recruitment, casting processes, portfolio creation, and more.

Member of the Federation Council Committee on Social Policy Anastasia Zhukova noted that creative industries, especially design, were among the most promising sectors for economic development.

RSUH Associate Professor Aina Mezhieva emphasized that developing creative industries and realizing human potential were closely intertwined. According to the May 7, 2024 Presidential Decree, by 2030, 100% of students in Russia must undergo a system for identifying, supporting, and developing abilities and talents based on responsibility, fairness, universality, and aimed at self-determination and professional orientation.

Dr. Olga Ukhalina, Head of the Center of the Russian Academy of Education, spoke about the formation of new educational programs to enhance training for both creative professionals and their instructors.

Chairman of the Guild of Creative Industries of the Moscow Chamber of Commerce and Industry Konstantin Avagimov noted that the law included 16 creative industries, though some types of activity remained uncovered.

Member of the General Council of the Assembly of the Peoples of Eurasia and head of the international program “CIS+WORLD” Anastasia Pavlova highlighted the problem of plagiarism in the creative sector.

Head of the International Fashion Center, member of the Union of Artists of Russia, and fashion designer Irina Alikova presented a concept for developing light industry through a creative fashion association and stressed the importance of popularizing the profession of tailor and fashion industry engineer.

RSUH Associate Professor Anna Novikova emphasized the importance of pedagogy and the development of new educational programs in universities.
