RSUH at the Forum of Regions: Andrei Loginov on the Development of Russian-Belarusian Cooperation

On June 26, at the 12th Forum of Regions of Russia and Belarus, a discussion took place on the topic “Legal Cooperation as a Condition for Effective Integration of Russia and Belarus within the Union State” ,with the participation of RSUH Rector Andrei Loginov.

More than 60 people participated in the session, including representatives of the Union State and the Commonwealth of Independent States, as well as government authorities and management bodies of both countries, and scientific organizations.

Andrei Loginov dedicated his speech to the prospects for the development of humanitarian education and science within the Union State:

“The Union State is currently the most advanced form of integration in the post-Soviet space and has significant potential for development. Significant achievements have been made, including in the field of educational cooperation.”

He emphasized that it is precisely humanitarian education and science that can provide an effective response to contemporary threats and challenges, and that the humanities serve as a crucial unifying element in the formation of a common humanitarian space within the Union State.

“The harmonization of legislation regarding organizational, legal and financial models of educational processes, standards for teaching and assessment of educational program mastery, is recognized by the expert community as a relevant and important task, though it is not an easy one to resolve,” noted the Rector.
He reminded attendees that RSUH was ready both to further develop existing projects and initiatives, and to create ones.

The result of the session will be the adoption of recommendations for the legislative and executive authorities of the Union State, the Russian Federation, and the Republic of Belarus, as well as for other interested government bodies, to intensify efforts in the following areas:

  • Implementation of the provisions of model legal acts into national legislation;

  • Analysis of the practice of applying legislative acts with the aim of planning model lawmaking for the medium- and long-term;

  • Development of model lawmaking in the fields of economic digitalization, ensuring equal conditions for economic actors, protection of intellectual property, preservation of historical truth and memory, social development and youth policy, and counteraction to foreign interference in the internal affairs of Russia and Belarus.
