On the distance education of students of RSUH during high alert in Moscow

Dear students of RSUH,

In order to strengthen measures to ensure safe conditions for training and education by Decree of the Ministry of Education and Science of Russia of 14.03.2020 No. 397 “On the organization of educational activities in organizations implementing programs of higher education and relevant professional programs, in the context of preventing the spread of a new coronavirus infection in the Russian Federation", by Decree of the Russian Ministry of Education and Science of April 2, 2020 No. 545 “On measures for the implementation by the higher education organizations of the Russian Federation subordinate to the Ministry of Science of Decree of the President of the Russian Federation of April 2, 2020 No. 239 “On measures to ensure the sanitary and epidemiological well-being of the population in the Russian Federation in connection with the spread of the new coronavirus infection (COVID-19)”, higher education institutions, including RSUH, are ordered to ensure the implementation of educational programs using e-learning and distance learning technologies and conducting training sessions with students in isolation mode. These measures are aimed at preventing the spread of a new coronavirus infection on the territory of the Russian Federation.

In accordance with the Decrees of Rector of RSUH of March 16, 2020 No. 01-148 /осн, of March 26, 2020 No. 01-171 /осн, of March 26, 2020 No. 01-172 /осн, of April 6, 2020 No. 01-186 /осн, RSUH has organized educational activities in the electronic information educational environment (EIOS) using personal accounts of students and teachers, as well as other forms (e-mail, chat rooms, fora, etc. )

This is all carried out in full accordance with the requirements of the Russian legislation. By the Decree of the Ministry of Education and Science of Russia of 05.04.2017 N 301, education can be classroom-based, distant, and can also be carried out via EIOS. Moreover, in accordance with paragraph 29 of this Decree, the amount of classroom work is determined by the educational program of the organization. These provisions are also fixed in the Decree of the Ministry of Education and Science of Russia of 08.23.2017 N 816 and in paragraph 3.4 of federal educational standards of higher education.

The use of distance learning technologies is possible in all forms of education. As it is, the extramural education involves independent work of students, for the most part. During the period of high alert, classes are held regularly, in accordance with the curricula.

An agreement on the provision of paid educational services (hereinafter referred to as contract) is the basis for the emergence of educational relations between a student and an educational institution of higher education. In accordance with the recommendations of the Russian Ministry of Education and Science, the use of distance learning technologies does not entail a change in the essential terms of the contract and does not require changes. Accordingly, there are no grounds for revising (changing) the cost of paid educational services, since the characteristics of the education provided for by the contract do not change with the use of distance learning technologies.

To accomplish the task of providing the educational process in the remote format, RSUH is making maximum efforts to provide the educational services in full.

To reorganize the educational process in the required format, RSUH purchased the necessary software, including access to Zoom, Microsoft Teams platforms, and SPSS.

It should be noted that the University has significantly increased expenditures for the organization of the educational process, combined with a decrease in income from educational activities for additional professional programs. The faculty of RSUH, along with conducting training sessions in accordance with the schedule, had to make the transition to the e-format as quickly as possible. Also, the volume of work of RSUH staff spent on the organization and support of the educational process has significantly increased.

The University regularly monitors the quality of education. The Department of Teaching and Methodology monitors the work of teachers both through the EIOS and through the classroom journals. You can call the hotline of the Department during normal working hours.

Aware of the difficult financial situation of some students, RSUH provides financial assistance to them. These are the students who:

• lost a parent during the COVID-19 pandemic;

• have a parent who lost his/her job during the COVID-19 pandemic, thus significantly reducing family income;

• lost their jobs during the COVID-19 pandemic.
