University-based resource centers represent one of the key mechanisms for implementing state policy in the development of civil society institutions. Aimed at the socio-economic development of the region and the country as a whole, these centers promote citizen involvement in public and socio-economic activities, integrate regional organizations’ efforts to address targeted issues, and help raise levels of education and culture. This model of activity is becoming increasingly relevant for universities, which serve as regional hubs for innovative transformation and the creation of educational environment.
