Academic Council of RSUH approved the formation of new structures

The creation of new institutes, faculties and departments within the framework of structural optimization of RSUH became the main topic of discussion at the session of the Council, which took place on June 9 online.

Opening the meeting, Rector Bezborodov announced that starting June 10, RSUH had gone off the self-isolation mode. The presence of vice-rectors, heads of departments, heads of structural divisions and their deputies, as well as administrative staff at workplaces is mandatory. “The presence of teachers at their workstations for online teaching and other professional functions is considered the norm, but the transition from online to offline should be smooth,” the Rector emphasized.

When speaking about optimization, Dr. Bezborodov reminded that the University had to comply with the rules currently dominant in the higher education system. “It is important to offer educational programs that are in demand among applicants, at the same time not forgetting about optimization and saving financial resources allocated for the development of the administrative apparatus. I was entrusted with solving the issue of the Institute of History and Archives, where the Faculty of History was recently formed. So now there are five faculties at the Institute of History and Archives, and this is redundant. There was a suggestion to combine the Faculty of Archives and Faculty of Document Studies and Technotronic Archives into the Faculty of Archival Affairs and Document Management headed by Dr. Elena Malysheva. Dr. Grigory Lanskoy will become the Deputy Head of the Office of Education and Methodology, this is a very responsible and promising position.”

The Faculty of Archival Affairs and Document Management will include the Department of Source Studies, the Department of History and Organization of Archival Affairs, the Department of Archival Studies, the Department of Documentation, Audiovisual, Scientific and Technical Archives, the Department of Automated Documentation Management Systems, the Laboratory of Documentation and Technotronic Archives, the Center of the Holocaust and Genocide History, Museum "Nikolskaya, 15" and the Dean's office.

The Academic Council decreed to create a Faculty of Archival Affairs and Document Management on the basis of the Faculty of Archives and the Faculty of Document Management and Technotronic Archives at the Institute of History and Archives.



Vice-Rector Olga Pavlenko announced that it had been decided to create the Institute of Artificial Intelligence and Security Technologies.

The leaders of other working groups also put forward a number of optimization proposals. Vice-Rector Olga Pavlenko announced that it had been decided to create the Institute of Artificial Intelligence and Security Technologies. It will consist of two faculties: the Faculty of AI and the Faculty of Information Systems and Security. The Director of the Institute will be Dr. Andrey Roganov, and the Head of Academics will be Dr. Victor Finn. “We hope that the new structure will give a powerful impetus to the development of those areas in which RSUH was once a leader,” said Vice-Rector.

The Academic Council decreed to create the Institute of Artificial Intelligence and Security Technologies of RSUH on the basis of the Institute of Information Sciences and Security Technologies and the Department of Intelligence Systems in Humanities.

She explained that the emergence of a new structure was due to the need to focus on combined groups of specialties and majors. “The admittance-related data that the ministry will give us next year will be distributed within these groups. State accreditation is also associated with the combined groups: if one direction does not pass, the whole group ends up unaccredited. We are beginning to prepare to submit information for monitoring by October 1. In addition to Journalism, group 42 includes Advertising and PR, so we propose to include the Faculty of Advertising and PR in the structure of the Institute of Mass Media, and this will make it possible to solve serious strategic issues. "

The Academic Council decreed to create the Institute of Mass Media and Advertising of RSUH on the basis of the Institute of Mass Media and the Faculty of Advertising and PR, as well as to create the Department of Marketing at the Institute of Economics, Management and Law of RSUH on the basis of the Department of Marketing and Advertising of the Faculty of Advertising and PR of RSUH.

Dr. Pavel Shkarenkov explained why the formation of the Institute of Linguistics and Philology seems appropriate. “Both areas of training belong to Direction 45, but this association has deeper motives. The level of development of science at the present stage is characterized by the complementarity of two different vectors: on the one hand, focusing on one’s own subject, on the other, overcoming disciplinary boundaries through interdisciplinary integration in order to implement major academic projects. That precisely describes the relationship between literary criticism and linguistics.”

Concluding his speech, Dr. Shkarenkov noted that “any changes should be aimed at strengthening and enlarging our foundation in order to organize further development that meets the modern requirements of both science and education.”

“The working group, acting very efficiently, takes into account the opinion of each participant in the process,” said Rector Bezborodov. - Everyone has their own opinions. It takes more time to work out a number of very important additional subjects and directions, and the main thing is to keep up with the times.”

Summing up, Rector proposed "to take into account the information provided by Vice-Rector for Continuing Education on the process of optimizing the structures of the Institute of Philology and History and the Institute of Linguistics of RSUH".
