OMEO KUMAR DAS INSTITUTE OF SOCIAL CHANGE AND DEVELOPMENT is a vision turned reality for some of the most eminent academics of the entire Northeast. The Institute was established after a prolonged and strenuous effort of the academicians on March 30, 1989 under the joint initiative of the Government of Assam and the Indian Council of Social Science Research (ICSSR), New Delhi. OKDISCD is registered under the Societies Registration Act, 1860. Formerly known as the Institute for Social Change and Development, the Government of Assam renamed it after the first Education Minister of Assam, Omeo Kumar Das in 1995 as a mark of respect towards him on his birth centenary. The Chief Minister of Assam, Sri Tarun Gogoi, laid the foundation stone of the Institute on April 13, 2005 and inaugurated the building on February 20, 2009.
Over the last two decades the Institute has played a pivotal role in the growth of social science research in North East India by conducting and coordinating research on various aspects of the society by ways of organizing seminars, workshops, training programmes etc. The numerous research and evaluation studies done by the Institute have their policy implications and have often been acknowledged as the referring points of many policy formulations of the State and Union Governments. One of the most important contributions of the institute is to promote and be a catalyst in the research of many young scholars of the region by way of giving scholarships, organizing research methodology courses and engaging young scholars in short term and long term research programmes. The ICSSR places three doctoral fellowships at the Institute. The faculty of the Institute also guides doctoral students under Dibrugarh and Gauhati University.
